Allegheny County Reassessment Ordered: What Property Owners Should Do Now

The reassessment Allegheny County property owners have been waiting on, or dreading, is now ordered. On August 17, 2026, Common Pleas Judge Kenneth G. Valasek ordered the County to conduct its first countywide reassessment since the 2012 base year.

The Timeline

  • ๐Ÿ“… About February 2027: County must hire a reassessment contractor.
  • ๐Ÿ“… By July 1, 2027: Reassessment work must be materially underway.
  • ๐Ÿ“… By June 30, 2032: New values must be implemented.

The County has said it will comply. Its proposed 2027 capital budget includes $3 million to begin the work, with $5 million planned for 2028.

What It Means for Your Taxes

A reassessment is not supposed to raise total taxes. Pennsylvania's anti-windfall rules require taxing bodies to roll back millage so the reassessment itself does not produce a revenue windfall. But individual bills will shift. Properties that have risen faster than their area since 2012, or have been under-assessed, are more likely to pay more. Properties that have risen more slowly or lost value are more likely to pay less.

Five Things to Do Now

  1. โœ… Check whether you are over-assessed. Multiply today's market value by 0.493 (the 2027 CLR) and compare it to your assessment.
  2. โœ… Do not wait for the reassessment to appeal. New values may be years away. The next annual appeal deadline is September 1, 2027.
  3. โœ… Get your Property Record Card. Email landhelp@alleghenycounty.us and correct errors that overstate your property.
  4. โœ… Confirm your homestead exclusion if the property is your primary residence.
  5. โœ… Be careful with data collectors. You do not have to let anyone into your home, and volunteered information can raise your value.
